Infrastructure committee restricts wells at three former gas‑station sites, approves striping contract and IDOT maintenance agreement

The Village of Palatine’s Infrastructure & Environment committee approved three limited groundwater‑use ordinances aimed at helping historic retail gasoline sites secure 'no further remediation' letters from the Illinois Environmental Protection Agency.

Staff explained the three defined locations—1245 East Dundee Road, 515 West Colfax, and 7 North Northwest Highway—are historic retail gasoline sites with no existing private or community wells. Staff said the limited groundwater‑use ordinances would prohibit installation of new potable wells in those defined areas to support the IEPA remediation process. A staff presenter told the committee that the village’s codes already restrict wells in similar circumstances and recommended approval of all three ordinances. The committee approved items a, b and c.

The committee also approved a competitively bid contract for the 2025 pavement‑marking program for thermal polymer/plastic pavement markings, to be funded through the current operating budget, and recommended awarding the contract to the low bidder.

Finally, the committee reviewed the Illinois Department of Transportation (IDOT) maintenance agreement covering state highways within Palatine—about 48 lane miles—under which the village would perform limited pavement maintenance and snow/ice control in exchange for compensatory payments. Staff noted first‑year compensation proposed at just over $218,000 and said the historic arrangement has been effective in maintaining access on those routes. The committee placed the IDOT agreement on the consent agenda for full council approval.
