The Waipahu Neighborhood Board voted to declare a board seat vacant after finding a member had missed three consecutive meetings in the current July–June term.
Chair opened discussion after notifying members that Angela Naeha had exceeded the board’s absence threshold and that certified notices had been sent. A motion to vacate the seat was moved and seconded; board members debated whether the rule applied to absences within the term and noted the letter-notice and certified-return-receipt process. One member reiterated that a vacated seat can be reclaimed if the absent member appears and requests retention.
After discussion the chair called for a voice vote; the motion carried and the seat was declared vacant. Board members said the vacancy allows the board to recruit interested community members and that, if the previous member appears, the board will follow nomination procedures to consider retention.
The board did not record individual roll-call votes in the transcript; the chair declared the motion carried by voice. The vacancy takes effect immediately and will be addressed on the board’s agenda at a future meeting if the absent member requests reinstatement.
