The Board appointed the county executive officer and assistant county executive officer as Nevada County’s initial executive directors to the Truckee Library joint powers authority and approved a letter of intent for staff to present to the Placer County Board of Supervisors seeking discussion about including portions of eastern Placer County in a potential bond footprint and exploring regionalized library service delivery.
County staff and project partners said the Truckee Regional Library Project is a cooperative effort among the Town of Truckee, the Friends of the Truckee Library and Nevada County. The partners are funding design and engineering, have selected design consultants and are exploring financing options that may include grants, donor fundraising and a bond measure potentially targeted for calendar 2025. The JPA can issue debt; partners discussed a possible bond boundary that would include Truckee, unincorporated eastern Nevada County and portions of eastern Placer County (Donner Lake, Sierra Meadows, Martis Valley and Northstar areas).
Staff stressed that the JPA, as its own legal entity, would govern bond steps and that the county’s appointed executives would represent Nevada County in the JPA. County counsel and staff said the board would be kept informed and that major steps (including any financial commitments or formal bond measures affecting county parcels) would be presented to the board.
Supervisors approved both resolutions, and staff said they will present a letter of intent to the Placer Board for consideration at its June meeting.
