Kevin Wright (parks staff) said the vehicle travels up to four miles per hour, can be operated by a user or accompanied by a family member or attendant, and that the proposed procurement would raise an existing weight specification from 550 to 900 pounds so the device could accommodate larger users. Staff identified a unit cost in the presentation of approximately $29,009.70 and provided an analysis of estimated operating cost per trip.
Supporters from disability‑advocacy groups, seniors’ services and school students spoke at the meeting; one public speaker said the device made outdoor areas "accessible with dignity and respect." Parks staff emphasized safety protocols, a reservation and training system and cooperation with partner organizations for shared use.
After discussion about storage, deployment locations (San Jerónimo/San Rafael areas were suggested) and cross‑trail user interactions, Supervisor Lucan moved to approve a pilot purchase, specification changes and budget adjustments; the motion was seconded and approved. Staff described the pilot as a first‑in‑California program and said the vehicle would be available for demonstrations during the county’s outreach period.
