The Electric County Water Insurer District voted to award the meter‑replacement contract to Vanguard Utility Services after staff recommended Vanguard as the apparent low bidder.
A district representative presented the rebid of the USDA flood‑damage meter replacement project and said three bids were received. “Vanguard was the apparent low,” the representative said, and recommended proceeding with a contract award to Vanguard subject to required RD checklist items and legal counsel review.
A motion to award the contract was made and seconded and the board approved the award by voice vote. Staff said it will prepare contract documents, satisfy RD checklist items (tear sheet, bid tab, revised PER and legal counsel opinion), and schedule a preconstruction meeting so the contract clock can begin.
