Sean Gallagher, representing the applicant, said the plan repairs and paints siding, removes shutters, replaces triple-track storms with Marvin combination storm-screen units that look like traditional wood storms from the exterior, and converts the property to a duplex with an upper and a lower unit.

Commissioners asked practical questions about porch level, transom treatment and the unknown condition under the porch; applicant representatives said some foundation or siding work may be required once demolition begins. Staff reminded the group this was a concept review and that permit-level details (material samples, final dimensions and foundation details) will be required on the permit submittal. Commissioners generally supported the concept and encouraged the applicant to return with final drawings and material samples at the next stage.
