Strafford County executive committee advances subcommittee budget recommendations after debate over nonprofit reserves

The Strafford County Delegation Executive Committee on Feb. 20 advanced subcommittee budget recommendations to the full delegation after heated discussion over funding for local nonprofits.

Representative Miller, chair of the general-government subcommittee, told the committee the general-government budget is "pretty close to level" and summarized the subcommittee's work to retain funding for Easterseals and Meals on Wheels despite significant debate. He said the subcommittee approved an increase of about $24,000 for the register of deeds to provide overlap time for an experienced staff retirement.

Several members pressed nonprofit grantees on their fund balances and executive pay. One member said the Easterseals presenter’s reported compensation raised concern about giving additional public dollars to organizations with sizable reserves. "Why are these people coming to us for money?" one representative asked during the discussion, urging clearer application materials and earlier engagement with agencies.

Miller said the subcommittee had asked agencies to prepare answers to the committee's concerns in advance of future hearings and acknowledged a transition in subcommittee leadership had affected follow-up this cycle. "We will do better next time," he said.

The executive committee then moved to recommend the subcommittees’ budgets to the full delegation; after a roll-call vote the motion to forward the recommendations carried 8–4. The full delegation is scheduled to consider the subcommittee recommendations at its meeting on March 4, 2026.

The committee recorded that subcommittees had differed in approach: the Criminal Justice Subcommittee reported a unanimous recommendation to accept the commissioner’s proposal for courts and related services, while the general-government discussion included requests for clearer nonprofit application materials and financial detail. Committee members said they will ask grantees to provide fund-balance and salary information in advance of next year’s hearings.
