The Virginia House of Delegates voted on Feb. 20 to agree to senate amendments to House Bill 29, the biennial budget and tax-conformity package, adopting the changes by a recorded vote of Ayes 59, Nays 35.
Delegate Torrey, who moved that the House agree to the senate amendments, said the revisions are largely technical but include “one substantive addition” that would allow the Commonwealth to resume participation in the regional greenhouse gas initiative, a multi-state cap-and-trade program for power-sector emissions. Torrey also said the amendments add code-section references to the bill title and clarify that tax-conformity provisions in the enactment supersede earlier language in last year’s budget.
“Today it is before us with minor modifications and one substantive addition,” Torrey said in explanation of the motion. Opponents urged a no vote; Delegate Kilgore encouraged members to reject the measure on the floor before the electronic roll call.
The clerk announced the recorded result as 59 ayes and 35 noes, and the clerk declared the senate amendments adopted. The clerk noted the senate amendments had been made available to members through internal systems and to the public via the legislative information system.
Next steps: the House completed work on the printed calendar for the day and returned to the morning hour; the adopted amendments will be processed according to the legislative calendar and internal procedures for enacted bills.
