Board approves a series of MOUs, resolutions and facility agreements in unanimous votes

The Brea Olinda Unified School District Board of Trustees on April 18 approved a lengthy slate of administrative actions, unanimously passing measures that ranged from personnel readouts announced from closed session to contracts and facility projects scheduled for this summer.

In closed session earlier in April, the board confirmed disciplinary and personnel outcomes: it approved the expulsion of student 23-02 through June 30, 2024 (motion by Trustee Miller, seconded by Trustee Flanders; vote 5-0), accepted a special-education settlement to ensure a free appropriate public education (motion Miller, second Becerra; 5-0), and appointed Hillary Harrington and William Joey Davis to assistant-principal positions at Brea Olinda High School, effective July 1, 2024 (each appointment approved 5-0).

During the open meeting the board moved through a group of consent and action items. Trustees ratified a tentative agreement with the district’s classified employees (CSEA) for the 2023–24 period, authorized multiple memoranda of understanding covering mentor release time, pay-stipend adjustments, athletic stipend payment dates, and an extended-day transitional kindergarten and kindergarten rollout beginning July 1, 2024. Board members also approved a purchase of replacement Chromebooks and an agreement with WestEd to administer the California Healthy Kids Survey.

Two proclamations passed by roll-call vote: Resolution 24-05 recognizing Mental Health Awareness Month and Resolution 24-06 recognizing Asian American and Pacific Islander Heritage Month; both passed 5-0. The board additionally approved agreements intended to support communication (Parentsquare), curriculum and student supports, and a set of bundled construction and modernization contracts for eight sites (Aero Vista, Country Hills, Falcon, Mariposa and others) to proceed through the district’s bidding and prequalification timeline.

Assistant Superintendent of Business Services Rick Champion told trustees the facilities bids will be published and job walks held in early May, with public bid opening targeted for June 6 and recommended awards and budget requests returning to the board for approval on June 27. He said most work will be funded from restricted facility funds and developer fees, with limited general-fund repairs noted.

The meeting’s action items were characterized by routine discussion and procedural questions; nearly all motions passed 5-0. The board’s agenda packet and the district’s Ed Services page will post the full contracts and documentation associated with tonight’s approvals.
