Task force urges narrow jail use, statewide standards and grant program to upgrade facilities

Judge Penalver presented the final report of a two‑year Jail Modernization Task Force, telling commissioners that the task force developed a set of recommendations intended to reduce jail use and improve facility standards.

"There was quite a lot of consensus about jails being overused," Penalver said, summarizing discussions that included people with lived experience, disability advocates, law enforcement and courts. The report recommends expanded services, training for staff, and a new oversight agency to set minimum statewide jail standards.

As part of infrastructure recommendations, the task force proposed a competitive grant and minimal‑interest loan process so counties could request state funds to update jails and meet the proposed standards. The report also discussed expanding Medicaid coverage into jails for up to 60 days before release to ease reentry transitions.

Penalver said the next step is converting recommendations into policy, and suggested politically minded members of the task force may take lead on that translation. The report is included in the meeting materials and task force members encouraged commissioners to review it and reach out with questions.

No formal commission action was recorded at the meeting; commissioners discussed the report and its potential policy translation.
