Doctor Matthews summarized the task force’s consensus: oppose appropriating funds for new bed space while creating a construction‑loan program counties could access for specified modernization projects; establish a jail oversight agency to develop standards; improve correctional officer retirement benefits; create bridge training certificates to ease movement between DOC and county facilities; expand telehealth, peer support and reentry training; and prioritize recruitment and retention strategies.
The task force emphasized staff welfare and the operational need for trained personnel, noting chronic understaffing and the harm of mandatory extended shifts. The final report includes local and statewide recommendations and a longer narrative; staff agreed to circulate the full document and a short read version to members for follow‑up.
