The Environment Committee voted Feb. 6 to raise item 18, a concept concerning animal welfare, after members debated whether the measure contains substantive language.
Representative Baumgartner moved to raise the concept and Representative Mashinsky seconded. Representative Dubitsky asked whether the item "has any substance to it, or is it a dummy bill?" and said he would vote against a placeholder bill lacking specifics. The chair and other members replied that the item arises from a working group and from an animal caucus and that concepts often enter the drafting phase before specific language is circulated.
Rep Mashinsky said he supported raising the concept, noting the work done on animal control officer (ACO) recommendations and saying it is worth moving forward even if the committee initially pursues only those recommendations. The committee took a voice vote; the chair declared the ayes have it and moved the item forward for drafting and hearings.
The action at this meeting was to advance the concept for further drafting and to collect working-group proposals; committee members did not adopt final statutory language.
