Lawmakers press for stronger audits after childcare overpayment findings; opinions split on third-party reviews

Questions from the audience flagged earlier audit findings and an acknowledged $2 million in overpayments to more than 1,300 childcare providers. Representative Couture and several Republican speakers said the scale of concern justifies a third-party audit and cited bill 2058 as a legislative vehicle to expand external review for publicly funded private providers.

Representative Ormsby and other speakers pointed to existing oversight tools—the statewide elected auditor, the joint legislative audit committee and numerous internal provider and consumer audits by DCYF—and said the legislature should first ensure those mechanisms are fully resourced and used before contracting outside entities.

Gov. Bob Ferguson told reporters he is "happy to have a conversation" about audits and said the state already inspects providers in person at least once a year; he added that credible allegations of fraud should be taken seriously and investigated.

Panelists agreed on the need for accountability but differed on the right vehicle. Some Republicans argued for an outside audit to restore public trust and detect potential misuse of hundreds of millions in public dollars; Democrats favored strengthening the state auditor's capacity and requiring agencies to improve internal controls and fraud-reporting by staff.
