The Building Code Council opened its scheduled online meeting but, as Chair (unnamed) told attendees, "we are sitting 1 seat shy of a quorum," and the panel did not conduct formal business.
The council has missed multiple meetings and accumulated minutes that remain unapproved, the chair said, noting three or four principal members have repeatedly been absent. Without quorum, the group could only discuss agenda items informally. The chair proposed notifying stakeholder groups and asking the executive committee or BFRW committee to consider designating persistently absent members as ex officio so their seats would not count toward quorum calculations.
Members expressed frustration at repeated no-quorum meetings and supported outreach to alternates and stakeholders to improve attendance. One member said the current meeting schedule reflected the date and time that drew the most responses from a prior poll and that the chair would send additional polling to find a better common time. The chair also said he will email absent members and follow the topic with the executive committee in March.
Because the meeting lacked quorum, no votes, motions, or formal adoptions were recorded. The chair set out next steps: poll for meeting dates, consider a two-hour meeting to clear the current agenda, and raise the ex officio question at the executive committee meeting scheduled for March 6.
The meeting adjourned with work to continue offline and with the intent to reconvene when a quorum could be assembled.
