NJDEP details construction schedule, closures and park work for Rebuild by Design Hudson River project

The New Jersey Department of Environmental Protection updated residents on construction progress and impacts for the Rebuild by Design Hudson River project and scheduled a virtual public meeting for Jan. 8, 2026, at 7 p.m. The presentation described phased road closures, foundation and micropile work, park drainage installation, and a target project closeout in summer 2027.

NJDEP staff said Marion Boulevard work will proceed in two main phases to ensure safety and durability. Closure 1 will include installing water-main sleeves and may require some nighttime work; residents will be notified in advance, the presenter said. Closure 2 and subsequent testing are anticipated during 2026, with more details to be posted in weekly advisories.

On Bloomfield Street the department described forming and pouring gate foundations, placing reinforcement steel, and installing gate rails so gates operate smoothly. "Thank you for your patience as we've worked to improve infrastructure and safety in the area," the presenter said.

Work at Harborside Park includes constructing retaining walls and associated footings, installing subsurface drainage systems, backfilling with compacted materials, and building a full-scale "panhandle" mock-up to validate design and methods. Near New Jersey Transit property, contractors will drill grout micropiles and shafts and pressure-grout to create load-bearing micropile foundations.

The presentation also covered soil-stabilization measures such as jet-grout columns at 18th Street (east of Marion Boulevard), temporary and permanent sheeting to support excavations, and monitoring equipment installation on Bloomfield Street between 14th and 15th streets. The department noted that some work may occur outside the normal windows to address site-specific needs and that crews may shift locations if unexpected conditions arise.

NJDEP reiterated that the Southern and Northern alignments are expected to be substantially complete by summer 2027, with a final phase of inspections, mobilization and approvals before project closeout. The presenter said 15th Street had reopened early on Aug. 29, 2025, but some off-road foundation and gate-preparation work remains.

Traffic maintenance and protection will continue throughout the project. The department said lane shifts or closures will be coordinated with the Hoboken Police Department, the Jersey City Police Department, New Jersey Transit and Hudson-Bergen Light Rail watchmen, and that no parking will be permitted within work areas or enclosures.

NJDEP emphasized that contractors must implement approved noise, dust and vibration-control plans and that the DEP will coordinate with the contractor to ensure compliance with state regulations and contract requirements. If monitoring shows limits have been exceeded, the contractor will advise the construction manager immediately and appropriate action will be taken.

For weekly updates the department asked residents to sign up for Friday advisories and to direct questions to the community construction liaison, Isabela Bracheta. The presenter also provided a Hoboken contact, Caleb Stratton, for further assistance. The virtual meeting is intended to give residents an opportunity to ask questions and receive additional construction schedule details ahead of planned closures and final inspections.
