Bobby Robinson, the Departmental Human Resources officer at the Department of Health, told the committee the department has a high vacancy rate and called that situation "catastrophic" across the executive branch. Robinson said the pilot would allow employees to "cash out their vacation leave earlier than they would otherwise" rather than restrict cash-out to retirement or a break in service, a change supporters say could help retain staff.
Committee members asked for more specifics about operation and whether the change would guarantee employees remain at DHR or the Department of Planning and Permitting; Robinson said the policy alone would not guarantee retention, noting salary and benefits also influence decisions, but argued the incentive could help and that many public servants value the work.
The committee recommended passage as is in decision making and adopted the recommendation.
