Commissioners flag $91,410 public-defender contract, request detailed review ahead of budget season

Lincoln County commissioners on Feb. 17 asked county staff to examine the public defender budget and contracts before the summer budget deadline after noticing multiple unexplained line items.

Chair and multiple commissioners flagged a $91,410 budget line described as a "public defender's contract" in account 2405 and asked whether a copy of the contract exists; county staff and the clerk indicated they could not immediately locate the agreement. Commissioners also discussed an elected public defender’s official salary (cited in discussion as about $80,545) plus the $91,410 contract, producing combined compensation and contract totals that commissioners said required explanation.

Commissioners noted the public defender’s office includes several county-paid deputies (discussion referenced five full-time deputy positions), and asked whether the county receives state reimbursement for any portion of those salaries. Another line item — $3,333.33 per month for mental-health-board cases — was questioned as possibly duplicative of duties handled by the public defender’s office.

Board members asked county administration to assemble contract copies and budget detail and to invite the elected public defender (named in the packet as Lynn Meyer) to a follow-up meeting for a thorough review. A commissioner volunteered to chair a small committee to perform initial legwork to locate contracts and answers.

Next steps: staff will locate the $91,410 contract, produce documentation for the board, and arrange a follow-up meeting with the public defender to clarify the scope and necessity of the contract and the mental-health billing line items.
