City outlines $314M facilities maintenance estimate; Fire Station 4 funded, Fire Station 1 relocation still unfunded

Gavin Curran reviewed the city's assets: four fire stations, three community centers (Susie Q, CRC and Lang Park), 17 parks totaling about 47 acres, roughly 93 miles of streets, about 1,200 streetlights and an unusual network of 26 sewer lift stations driven by local topography.

He said a facilities master plan assessed 26 major facilities and estimated approximately $314,000,000 in maintenance needs over 20 years. Modernization scenarios ranged from roughly $186,000,000 on the low end to about $440,000,000 on the high end depending on scope. Curran and Dave Kiff stressed that some fire stations need seismic rehabilitation and that Fire Station 4 in South Laguna is funded and slated for completion in 2027, while Fire Station 1’s relocation or replacement has not yet been funded.

Kiff said the facilities investment improves emergency response and community safety but acknowledged the large price tag will factor into overall budget choices.

Next steps: continue planning for funded projects (Fire Station 4 and the promenade) and identify funding paths for seismic upgrades and Fire Station 1 alternatives.
