Developers seek to add 1.2 acres to The Pines PUD on South Main; engineer says fire access and open space preserved

The council took up a first reading of Council Bill 2026-07 to amend the official zoning map and add roughly 1.2 acres at 400 block of South Main Street into The Pines PUDR. Planning and development staff said the change extends an existing PUD (originally approved in 2003), increases the total PUD area from about 8.08 to roughly 9.25 acres and proposes a new site plan that could add up to 13 dwelling units while remaining under the PUD's approved density.

"All utilities are currently in place," staff said, and the new loop road would connect to Don Lewis Circle; staff noted the fire district reviewed the plan and confirmed compliance with the International Fire Code by providing a fire lane. The Planning & Zoning Commission voted 5–0 to recommend approval.

Derek Lee, who identified himself as representing the property owner, presented a large site plan at the public hearing and said the small loop meets fire-code requirements, that the net number of allowable homes will not exceed what the original approval allowed, and that the design preserves a large existing tree along with a small shed to be repaired as an amenity. "That's what it looks like," Lee told council while showing the plan board.

The item was presented at first reading and no final vote occurred on Feb. 10. Staff recommended approval and the matter will return for further council consideration.
