Chattanooga Beer Board allows Crust Pizza owner to renew license within 30 days after portal-access problems

The Chattanooga Beer Board voted to allow permit-holder Andrew (Raghup Sinan) Mungan to renew his expired beer license for Crust Pizza (3211 Broad Street) within 30 days rather than begin the full new-license process.

Mungan told the board he received renewal notices in December but repeatedly encountered an online error when attempting to pay; he said a family death in January further delayed action. Staff confirmed treasury had firewall-related access issues for users abroad and that Mungan contacted treasury and was later referred to the city attorney’s office. Board members described the city’s online renewal portal as confusing and sometimes unreliable based on other applicants’ experiences.

A motion to permit Mungan to renew within 30 days passed by roll call; board members emphasized Mungan must not serve beer until the renewal and payment are complete. Staff said they would email treasury staff to assist the applicant and suggested in-person payment at the treasury office could be used to complete the process immediately.
