Speaker 2 reminded the council that virtual participation is governed by public‑meeting rules and that an anchor location with staff on site is required for online access. Members agreed Zoom could be used to provide public access but should not replace in-person attendance.
On vision and planning, Speaker 3 presented a proposed 10-year vision and suggested adapting a performance dashboard based on the OKR (objectives and key results) model. The speaker referenced Crossing the Chasm as a model for thinking about strategic objectives and asked members to review a draft before the next working meeting.
