Representatives for Pulte Homes presented a conceptual townhome development and PUD amendments to the Land Use Committee on Feb. 18, describing a constrained north‑south parcel with rear‑loaded units, a single cul‑de‑sac street, off‑street parking and sidewalks on both sides.
John Davosiewicz of Nelson and Frankenberger summarized the planning commission review and neighborhood outreach. Zach Burton of Pulte walked the committee through site and architectural concepts, saying the current plan preserves many existing trees, provides four parking spaces per dwelling (two in garage, two in driveway), adds bike parking and locates dry detention on the southwest of the site.
Burton described façade options and materials — stone, brick, shake and board‑and‑batten — and said the PUD would require masonry wrapping to the side facades in some end units. He said Pulte is proposing a darker gray board‑and‑batten option though they are open to white. The firm also committed to additional soundproofing measures in wall assemblies to address traffic noise from nearby US 31.
Councilors pressed for full‑color renderings and elevation perspectives that better convey offsets and roofline variations; Burton and the petitioner agreed to return with those illustrations before the committee issues a formal recommendation to full council. Staff and members discussed sidewalk continuity around the cul‑de‑sac and requested a detail to allow better bicycle access into the bike parking area (a ramp or curb cut).
Planners noted that under existing zoning the site could be developed at up to 80% lot coverage by right, while the proposed PUD would cover less than 40% of the site and preserve more woodland area than the by‑right option. Committee members said they would like to see a clearer appendix or legend identifying neighborhood names and transition areas on the overlay maps used in the packet.
No vote was taken; the committee directed the petitioner to return with color renderings, perspective views, bike‑parking access details and finalized landscape plans.
