The Department of Transportation urged the House Transportation Committee to approve Senate Bill 26, a technical change intended to simplify procurement when a DOT highway project is combined with a local government utility project. Mike Beam said the change would reduce redundant advertising, avoid rejected bids and limit project delays on roughly five combined projects per year.
Engineering groups, contractors and the Municipal League testified in favor, saying coordination between DOT and local governments often saves time and taxpayer dollars but that current law creates unnecessary complications. The Associated General Contractors and the American Council of Engineering Companies described SB26 as a narrow fix that preserves transparency while improving efficiency.
The committee voted to send SB26 to the floor with a due-pass recommendation.
