The Montecito Planning Commission on Feb. 18 unanimously approved a minor conditional use permit and coastal development permit to validate an as‑built 235‑foot concrete masonry unit and plaster sound wall at 1410 North Jameson Lane.
Staff planner Kathleen Volpe told commissioners the wall—built to abate noise from Highway 101 following a Caltrans mitigation payment—varies in height from 6 feet 7 inches to 7 feet 10 inches and lies within the front setback. Volpe said Public Works Flood Control reviewed submitted engineering (including venting spaced at roughly 45 feet) and determined the venting design meets county floodplain and floodway development standards; flood control required post‑installation photos as a condition of approval. A biological report by Watershed Environmental Inc. concluded the small portion of the wall encroaching into the creek buffer is on previously disturbed, landscaped ground and would not adversely affect Montecito Creek or stormwater runoff.
Staff recommended the commission find the project exempt from CEQA under Guidelines §15303 (small structures). The commission accepted staff recommendations and voted unanimously to approve the project subject to the conditions shown in the staff recommendation.
The project includes a requested reduction of the standard 50‑foot top‑of‑bank buffer to 43 feet for approximately 13 linear feet of the wall to validate the as‑built condition. The item will return to the Montecito BAR (design review board) for preliminary and final approval of materials and landscaping as a consent item following decision‑maker approval.
