Randy (self-identified as the property owner/developer) presented a request to rezone a small remnant lot in the Heron's Landing plat from R-17 (single-family) to Low Density Residential (LDR) to permit four townhomes. He said the existing house on the lot is dilapidated and the proposed townhomes would be "luxury townhomes" with two-car garages and off-street parking; he argued the proposal would be compatible with neighboring homes and require less new street infrastructure than subdividing into R-17 lots.
Multiple residents objected to additional multiunit housing in the West Side, citing a statistic presented in the meeting that Provo's multifamily share is higher than the state average; neighbors urged caution about cumulative rezoning decisions and noted the project currently does not conform to the general plan for that area. Staff and residents emphasized the application is at an early stage of review (city staff review, then planning commission and city council public hearings) and that the project-area plan may be amended before any approvals.
The developer and staff encouraged neighbors to make comments at the planning commission and city council hearings once dates are published; staff explained the neighborhood meeting comments will be included in the planner's report and posted on the West District web page.
