A neighborhood resident (identified in the meeting as John) told the West District meeting that flight-training aircraft repeatedly fly low over residential neighborhoods and directly over Provo High School and Lakeview Elementary. He said community volunteers tracked flights on FlightRadar24 and recorded many flights at or below 500 feet, which he said conflicts with FAA minimum safe-altitude guidance (citing 14 CFR 91.119).
John said airport staff told the group they would attempt to enforce the 1,000-foot guidance but that the neighborhood's records show many continued low-altitude training circuits. He said the airport's response to a records request stated it had not documented communications or complaints on mitigation steps, and he said the neighborhood plans to pursue appeals to FAA planning and development/AIP programs that provide federal airport safety grants.
City staff acknowledged the complaint and said they will share contact information and follow up. Residents requested city assistance in raising the issue with relevant aviation authorities.
