Staff told the ADR that the town council asked staff to gather ADR comments on whether exterior-covering replacements exceeding 25% of wall area should bypass full ADR and council review when the replacement is in-kind or for fire-preventative reasons (for example, replacing T1-11 wood siding with noncombustible stucco or fiber cement).
Members debated options: some supported an expedited, no-fee pathway (suggestions included review by two ADR members via email or placing quick items at the beginning of a meeting), while staff noted Brown Act constraints (no more than two members may confer by email). Roberta proposed a subcommittee that would review exterior-covering replacement requests; if two members agree the replacement is consistent with design criteria, staff could allow building permit processing without a full ADR or council item. Members volunteered to serve on that expedited track.
Roberta also reported that town council thanked the ADR and voted unanimously to reappoint all five members. The ADR nominated and supported Mark Krichnet to continue as chair and re-nominated Joey Buckingham as vice chair. The meeting concluded with adjournment.
