Senator Kirk Meyer told the caucus that the Department of Public Health and Environment asked for a $2.8 million general-fund increase to renew laboratory capacity and sought several additional FTEs. "I don't know why they need 4 more FTE," Meyer said, and urged members to consider budget-neutral alternatives such as cutting the executive director's office or shifting vacancy savings.
Members cited past organizational changes where FTEs were reallocated (including formation of an Office of Environmental Justice) and suggested the department could repurpose positions rather than seek new general-fund dollars. Senator Pelton and others said the department should "pony up" from within existing lines given increased testing costs in small communities.
Senator Bazely volunteered to run amendments and asked staff to assemble talking points and a supplemental copy. Meyer and other members planned to pursue amendments that make the lab renewal budget-neutral and to explore offsetting reductions (for example, reducing LPHA distributions or using fee changes) before approving new general-fund FTEs.
Why it matters: The lab supports water testing and EPA certification; members accepted the need for a functional lab but pressed for internal reallocation rather than additional general-fund increases during a tight budget year.
Next steps: Senators said they will file amendments and consult JBC staff and legislative legal counsel; the caucus did not adopt a final vote on the amendment in the meeting.
