RICHMOND — The Virginia Senate presented its 2026 Outstanding Virginian award to Judge J. Harvey Wilkinson III during the morning hour Feb. 18, reading Senate Joint Resolution 85 into the record and inviting the honoree to the dais.
An introducing senator lauded Wilkinson's long judicial career on the U.S. Court of Appeals for the Fourth Circuit, his teaching at the University of Virginia School of Law, his service on civic boards and his published work. The clerk read the resolution that recited Wilkinson's education, federal service beginning with his appointment in 1984, his tenure as chief judge of the Fourth Circuit, and his civic contributions.
