The Solon City Council approved a multi-item consent agenda on Feb. 17 that included change orders and contract awards for park improvements, roadway repair, sanitary sewer replacement and several final contract adjustments, and authorized acceptance of a NOPEC grant and purchases for the city’s golf course and water reclamation facility.
Council moved to take the consent agenda under suspension of rules. Councilmember Palunas made the motion, it was seconded, and final passage was recorded by roll call with the councilmembers present voting in favor.
Key items on the consent agenda included: a change order (Ordinance 202623) for electrical work tied to phase 2 of Solon Community Park improvements with Mammoth Sports Construction; the purchase of right-of-way and utility easements from David R. Cooper and Karen L. Cooper in connection with the Somme and Pettibone intersection widening project for $1,837 (Ordinance 202624); award of the 2026 annual emergency and miscellaneous roadway repair program to Geauga Highway Company at the low bid of $412,610 (Ordinance 202625); and acceptance of a Terrace Construction bid for the 2026 sanitary and storm system repair program for $24,369.05 (Ordinance 202626).
Council also approved renewal of the 2026 traffic signal maintenance contract (Ordinance 202627) at $50,000; final adjustments closing out 2025 projects including fire hydrant painting and the annual street striping program (Ordinances 202628 and 202629, the latter showing a $45,296.99 deduct on the original contract); and final contract closeout for the Miles Road sanitary sewer replacement and pedestrian accommodations project with Fabrizzi Trucking and Paving (Ordinance 202630) in the amount of $458,991.62.
Water reclamation facility items included a final contract adjustment with Workman Industrial Services for concrete repairs (Ordinance 202632), and approval of a final adjustment with Kenmore Construction Company for tertiary screw pumps and trickling filter distribution arm replacement that reported a $45,333.32 savings (Ordinance 202633). The council also accepted a two-year contract with NRP Midwest LLC for polymer products used by the water reclamation facility (Ordinance 202634).
Public-safety and equipment items on the consent agenda included authorization for the mayor to enter into an agreement with the City of Cleveland multi-agency radio communications system for police interoperability (Ordinance 202635); adoption of revised rules and regulations for the Solon Police Department (Ordinance 202636); acceptance of a NOPEC energized community grant and related grant agreement (Ordinance 202637); purchase of a Toro Grounds Master mower for Grant Wood Golf Course for $107,801.17 (Ordinance 202638); and purchase of grinding equipment for golf course maintenance for $65,800.50 (Ordinance 202639).
Council members who spoke during the item provided brief explanations of individual ordinances and confirmed committee approvals where applicable. No substantive debate or amendments were recorded during the consent discussion. The council approved the consent package under suspension of rules and finalized passage by roll call.
