Lucas County commissioners on Feb. 17, 2026 approved a series of administrative items and contracts spanning law enforcement, court services, information systems and employee benefits, then voted to enter executive session for personnel and conduct matters.
On the sheriff's office agenda, Britney Sedler presented the 2026 federal equitable sharing agreement and certification form that allows the sheriff’s office to participate in federal asset‑sharing processes, and sought permission to exercise the fourth and final option for the Proware case management system at a cost of $17,900. Commissioners moved the items and the clerk called the roll, approving the measures.
The common pleas court requested approval to enter an agreement with the District 5 Forensic Diagnostic Center (Mansfield, Ohio) for forensic mental‑health evaluations. The presenter said the contract is for one year with renewal options, estimated at about $60,000 and described as roughly a 40% savings compared with current spending; the board approved the contract.
Other approvals included permission to amend a project‑management contract with Long Run LLC and to renew a LexisNexis subscription for legal research tools, a memorandum of understanding with the Correction Center of Northwest Ohio to temporarily modify an operational agreement for 2026, and agreement to federal compliance measures for a University Parks Trail resurfacing project (requirements include limiting trail closures to a single section and public notice). Presenters said federal requirements apply because grant funds are part of the project.
The board also authorized the employee benefits office to complete an application and enter a specific stop‑loss reinsurance policy with Anthem for the 2026 plan year, presented as running March 1, 2026 through Feb. 28, 2027, with an additional cost described as approximately $636,000. Commissioner Lopez moved the stop‑loss authorization and the board approved it.
After completing the consent and administrative items, the board voted to enter executive session to discuss personnel matters related to collective bargaining. Later in the meeting a motion was made to enter an additional executive session to discuss the conduct of an elected official; commissioners proceeded with the executive sessions and adjourned the public meeting until 2 p.m.
