Adams County commissioners voted to authorize the chairman to sign a draft agreement to reimburse American StructurePoint up to $128,862.27 for construction engineering and inspection services on a Highway Safety Improvement Program (HSIP) guardrail replacement project.
Nate, county highway staff, briefed the board that the HSIP grant covers guardrail termination upgrades on a list of bridges identified during the grant application. "The agreement is for a $128,862.27 towards reimbursement for work to be performed by American StructurePoint," Nate said, describing the contract as an hourly not‑to‑exceed payment for third‑party inspection required by the federal funding.
Why it matters: The inspection agreement covers independent on‑site inspection and documentation that federal funders require for the project record. Nate said the grant identifies up to 50 bridges (the list is fixed for the grant) and that HSIP funds cannot be shifted to other bridges without a separate application.
