The Rolling Hills Estates Planning Commission on Feb. 17 adopted Resolution 2026‑03 to approve a site plan review and conditional use permit for an addition and conversion of an existing accessory structure at 26 Caballeros Road.
Planning staff told commissioners the proposal would add to the existing footprint and legalize the structure as mixed‑use while remaining within maximum coverage and allowable grading quantities; staff also said the project is categorically exempt from the California Environmental Quality Act (CEQA). "No public comment was received by city staff," the staff presentation reported. The project was described as a 1.2‑acre lot with multiple building pads and existing residential structures dating to the 1950s–1970s.
During discussion, commissioners sought clarity about an accessory dwelling unit (ADU) element. Planning staff said "the ADU is not a part of this approval" but also explained that the conversion would fulfill the property’s allowance for a converted ADU. Commissioners also questioned the proposed location for a stable and corral on a steep hillside; staff said project engineer Dan Bolton had advised that the selected site provided the best combination of grade and access. "If Bolton Engineering can put a barn on that slope, then they can put a barn on that slope," one commissioner said, reflecting deference to the engineer’s assessment.
Architect Luis de Morais, representing the applicant, introduced himself and made himself available for questions, saying he would be "glad to answer any questions you might have." No members of the public spoke during the hearing.
Commissioner Sean moved to adopt the resolution and another commissioner seconded. A roll call recorded approvals by Commissioner Cardenas, Commissioner Douglas and Chair (Cho/Choate), and the chair declared the motion adopted. The commission recorded the action and moved on to subsequent agenda items.
