Anna Lopez, a resident of Dock Township, used the meeting’s public comment period to ask how townships can obtain county funding for environmental impact studies to protect land in Coolbaugh Township and whether hotel tax or county grants could pay for such studies.
"Does the township do a formal application to the county to request money for, like, environmental impact study?" Lopez asked. She said development pressures in Coolbaugh Township were "trying to creep up" and that residents want studies to protect trees, animals and open space.
The Chair responded that land development and initial review are handled at the township level and that the planning commission provides a review that advises on compliance with ordinances. The Chair also explained that hotel tax revenue is governed by state law and must be used to promote tourism ("bring heads on beds"), and therefore cannot be generally redirected for environmental studies unless the use meets tourism-related legal tests.
Other speakers in the room noted the county previously invested in land for economic development, and one commissioner praised county and partner shelter organizations for coordinating in recent severe weather. The public exchange did not produce a commitment of county funds for the environmental study. Lopez said she would pursue grant-writing and other venues to find funding.
