At its Feb. 18 meeting the California Unemployment Insurance Appeals Board received administrative updates on recruitment, the budget-call schedule and planned equipment replacements.
Chief Administrative Services Officer Bobby Silva said a recent Pasadena recruitment closed with a promotion and reported: "As of today, for the first time I think ever, I'm reporting that we have 0 recruitments pending in field operations and support staff." Silva described the personnel and operating budget process and said the agency is operating within a $42,800,000 personal services budget. He noted budget call-letter deadlines: field operations requests are due Feb. 26 and the remaining cost centers' requests are due March 6.
Silva also described a procurement decision to replace aging multifunction copiers with a selected multifunction printer model that offers higher monthly production and lower maintenance costs; he said the new machines come with "a fixed annual per unit cost of $250 per year," producing significant savings across statewide units. IT has ordered 11 replacement units for the current fiscal year to pilot the deployment and gather field feedback before further purchases.
Board members asked about the state budget outlook and the governor's return-to-work timeline. Silva said it was "a little early to tell" whether the May revise would change allocations and explained that bargaining-unit contracts are set for reevaluation on July 1; the agency is monitoring but had no additional instructions from the administration. Board counsel reported there were no closed-session items, and Chair Allen adjourned the meeting.
No formal board actions on budget or procurement were taken at this meeting; managers indicated they will present further budget or staffing information if needed in May and as CAMS-related operational changes proceed.
