Planning Board approves $21,500 partial release for Swan View Common Drive

The Northborough Planning Board on Feb. 17 granted a partial release of $21,500 from the performance guarantee for the Swan View Common Drive project, while directing the applicant to update as‑built plans showing bound locations.

Planning staff told the board that most work under the original guarantee has been completed but that the final monumentation cannot be set until frost conditions ease. Staff recommended the board retain $2,000 to cover the cost of updating the as‑built plan and marking the bounds.

A board member moved to approve the partial release; another seconded. The motion passed in a roll‑call vote with all members recorded as voting aye. The board recorded that remaining tasks are limited to establishing bounds and updating the plan; staff said those tasks should be completed in April when ground conditions permit.

The board did not attach additional conditions beyond the retained amount and the explicit requirement to update the as‑built plan, and staff will confirm completion before the withheld funds are released.
