Lincoln County commissioners approved a series of routine financial and administrative items during their meeting on Feb. 3.
Warrants and payroll: Commissioners approved accounts payable warrant No. 40 for $264,882.32 and a payroll warrant for $264,795.63 after finance staff described the largest line item on the accounts payable warrant as the monthly transfer tax (about $159,085.32 remitted to the state). Both warrants passed on voice votes.
Personnel and appointments: The county approved revised job descriptions for a paralegal and a victim‑witness advocate coordinator; commissioners also appointed Joan Schwartz of Newcastle as an alternate to the 2 Bridges Regional Jail Authority.
Contracts and purchases: The Emergency Management Agency’s two‑year lease renewal for a Just Rite Storage unit in Danvers (used to house shelter equipment, CERT supplies, ham radios and a UTV) was approved and commissioners separately authorized EMA Director Huber to sign the lease. Commissioners approved a payment of $18,337.50 to contractor Scott Childs for roadside tree mulching in Hibbert’s Gore and authorized the purchase of four roll‑off recycling containers (estimated total purchase and transport up to $25,000) from Plum Container.
Motions on these items were moved, seconded and carried by voice votes; the meeting record shows no roll‑call tallies with member names for these approvals.
