Committee backs veterans housing pilot and combined vacancy relief trust fund

Two related bills aimed at housing for veterans moved through the committee with amendments that created a vacancy relief and risk mitigation trust fund and a multi‑county pilot program.

Senator Wright presented a delete‑all amendment to CS for CS SB 16-02 to establish the Homes for Veterans property management incentive pilot program in Broward, Escambia, Hillsborough and Santa Rosa counties. The program would direct the Florida Housing Finance Corporation (FHFC) to oversee a vacancy relief trust to hold a dwelling for an eligible veteran for up to 45 days and to create a risk mitigation fund to compensate property owners for eligible damages (the amendment referenced risk mitigation payments up to $2,000).

Senator Wright also presented a delete‑all amendment to CS for CS SB 16-04 to consolidate the two trust funds into a single vacancy relief and risk mitigation trust fund within FHFC and to provide FHFC authority to contract with local housing authorities or nonprofit administrators to operate the program.

Committee debate was brief; the amendments were adopted and both bills were reported favorably. Proponents described the measures as pilot efforts that would be administered through FHFC and local partners; no large public opposition was recorded in committee.
