Brad Allen, introduced by the chair as the county engineer, presented multiple highway items on Feb. 17.
He recommended awarding the County Bridge 51 contract to the lowest responsive bidder, R.L. McCoy, which the board approved after a motion and second.
Allen also presented a written reimbursement agreement with the Whitley County Redevelopment Commission under which the county will manage and pay consultant invoices for a road‑construction project in the TIF district and the Redevelopment Commission will reimburse the county. The board approved the reimbursement arrangement.
Separately, commissioners discussed naming Bridge 95 (West 500 South over the Eel River) the R.L. McCoy Memorial Bridge to mark R.L. McCoy Inc.'s 65th anniversary and honor founder Robert L. McCoy (1924–2009). The company will provide signage and a plaque and will present it at its anniversary celebration; the board approved the renaming.
All three motions were moved, seconded and recorded as carrying; no roll‑call tallies with individual names were recorded in the public meeting transcript.
