Committee backs online cancellation and prorated refunds for vehicle registration with $6M fiscal note

Representative Hall told the committee HB 56 would let motorists cancel vehicle registrations online and receive a prorated refund for unused months, subject to a $40 minimum refund and a $5 administrative retention to offset processing costs. The bill also requires a six-month evaluation period to gather data on usage and cost.

Tax Commission and UDOT staff discussed the fiscal note. Tax-commission-derived estimates place the fiscal impact on the transportation fund at roughly $6 million, which transportation officials said could translate into one to two fewer small projects annually from the project list used to allocate construction dollars. UDOT stressed the agency’s $700 million-per-year fuel-tax intake and the $111 million in registration fee receipts to put the $6 million in context; staff said it likely would reduce recommended projects by a small number.

Supporters said the change prevents double-paying motorists and that bordering states already provide similar refund or transfer policies. The substitute was adopted and passed out of committee by a recorded vote of 5–0.

The bill includes an evaluation provision to collect initial data on refund uptake and fiscal impact and to adjust policy if necessary.
