Warren City Council unanimously authorized staff to submit a PennDOT Multimodal Transportation Fund grant application to support a streetscape improvement project on the 400 block of Pennsylvania Avenue West.
City staff (Mister Juricic) told the council the project would include street rehabilitation, utility relocation, new light poles, electric panels and wiring, tree replacements with structural soil and cast‑iron grates, ADA curb ramps, sidewalk work (including brick inserts), bench and planter installation, and filling sidewalk vaults. Staff presented an opinion of probable cost estimating construction at $2,606,696 and said the application would request 70% of that cost — $1,824,687 — with the city covering the required 30% match if the grant is awarded.
A council member asked whether property owners along the corridor would be expected to pay to fill vaults or otherwise contribute; staff answered that historically the grant funding covered those costs and property owners were not charged for similar projects.
Council member requests included a follow‑up in February for a full update on grant monies and previously assigned projects. The resolution authorizing application was approved by a unanimous roll call vote.
