The Warren City Council approved several routine resolutions and received committee updates during its January meeting.
The council unanimously adopted a resolution affirming the city's 2026 contribution to the Transit Authority of Warren County; staff said the contribution check has been mailed and that the city must provide the contribution prior to the close of the state fiscal year on June 30, 2027. The resolution was moved by a council member and carried by roll call.
Council also approved a resolution providing for the disposition of nonpermanent municipal records in accordance with the Pennsylvania Historical and Museum Commission's municipal records manual; staff presented the required documentation and council voted to adopt the separate resolution acknowledging each disposition.
The council voted to appoint Danielle Flasher as the city's delegate to the regional Council of Governments (COG). Members who attended a recent COG meeting reported highlights including a Winterfest event, efforts to compile a countywide commercial property list, radio tower upgrades to improve EMS radio coverage, and a planned COG discussion on local services tax.
Staff gave an update on the Riverfront project: the city was not successful in receiving a Commonwealth Finance Authority Local Share Account (LSA) grant for which it asked $1,000,000, and staff said the LSA program tends to fund smaller projects; the city is awaiting an Appalachian Regional Commission (ARC) grant decision expected this spring.
The meeting also included community recognitions: the council presented a certificate to student Rocco Siliano for academic and extracurricular leadership, and Krista Baxter briefly described her Pennsylvania Avenue business, Healing Beauty by Krista Gee, urging the city to promote local small businesses via social media and local listings.
