The Spokane Police Ombuds Commission on Feb. 17 approved several administrative actions after business and a short executive-session discussion.
Staff read proposed wording to add to the Feb. 4 special meeting minutes reflecting Commissioner Amy McCollum's motion that "OPOC makes a determination that no ethical violation under the city of Spokane's code of ethics" occurred; a motion to include the exact language was moved, seconded and approved. Staff said they would post the amended minutes once updated.
The commission also voted to post the findings of an OPOC investigation on the commission's website. A motion to place the investigation findings online was seconded and passed by the commissioners in attendance.
After an executive session held under RCW 42.30.110, the commission returned, and a commissioner moved to approve the memorandum of decision; that motion passed and commissioners agreed to sign copies before the document is made public. Commissioners said the city had not yet published the memorandum, and one commissioner noted the city's parallel conclusion that there was no basis for an ethics violation against Bart Logue; the commission then approved the memorandum and arranged signatures.
On scheduling, the commission moved to cancel its March 17 meeting (St. Patrick's Day) and reconvene at the regularly scheduled April meeting on April 21; the motion passed with one commissioner voting no.
No additional policy changes were enacted at this meeting beyond approving recommendations to forward from the OPO closing report; the posting and memorandum actions apply to the commission's administrative process and public disclosure of its investigation findings.
