Scott Baller, airport manager at Lincoln County Regional Airport, asked the board to approve a fuel-services contract after a competitive bid process. Baller said the recommended contract provides the lease of two fuel trucks (one Avgas and one Jet A), addresses safety concerns with the county’s existing Avgas truck (which he described as "unsafe" and removed from service), and includes installation of a Scully system to meet National Fire Protection Association (NFPA) requirements (noted in the meeting as NFPA 407).
The contract also includes updated software to streamline operations, training for staff (including fueling procedures and quality-control testing), fuel-quality testing and assistance with marketing the airport’s fuel services as the airport expands. Baller noted that leasing newer trucks and selecting a maintenance option would reduce ad hoc repair costs and improve reliability.
The board approved the contract (motion by Commissioner Mullen). County attorney and airport advisory-board vetting of the contract were noted on the record. The motion passed with aye votes recorded in the meeting minutes.
