The Bettendorf City Council approved a three-year facility-use agreement with Bettendorf Pleasant Valley Baseball and Softball (BPV) that rebalances field time, adjusts fees toward market rates and clears Crow Creek Park for tournaments. Parks and Recreation Director John Burns said the agreement reduces reserved usage from about 10,000 hours to roughly 5,000, allowing weekends to be scheduled for tournaments; he noted "Last year, we had 0 tournaments at Crow Creek. This year, we have 13 booked." Burns and staff said the city plans to operate the concession stand and expects the arrangement to be net neutral or net positive to the city budget once staffing plans are finalized.
Council members asked about trash removal, field upkeep and whether increased tournament use would make participation less affordable. Staff said BPV raised registration fees by about $10 (from roughly $110 to $120), has a nonprofit scholarship program, and that the city will present a staffing and budget proposal on Feb. 28 to address maintenance and ancillary costs. Burns said staff convened BPV, the Barnstormers and JP Sports to coordinate schedules and resources and emphasized the arrangement is open to any tournament renter rather than being a sole-source agreement.
The agreement passed as part of the consent agenda. Staff will return with precise budget impacts and staffing proposals for Parks and Public Works at the February 28 budget discussion.
