Representatives heard HB 4‑21, a bill aimed at criminalizing conduct by predators who travel to Georgia to solicit or molest children. Sponsor Representative Taylor said the substitute language covers solicitation of a child regardless of where it occurs and adds penalties for custodial parties who participate or allow abuse.
A speaker for Frontline Policy urged the committee to restore the original language that criminalized the act of travel itself when predators cross state lines to meet children groomed online, arguing the substitute reduced penalties and could allow lesser pleas. The witness said undercover ICAC task forces have arrested hundreds of individuals who traveled to meet groomed children and that the original language directed a stronger legal consequence for the journey.
The committee adjourned discussion to allow more drafting and said it would return the bill to the full committee on Thursday for additional consideration.
