The Bellevue City Council opened a public hearing on Ordinance No. 4,202 on Feb. 17 to consider rezoning property at or near the northwest corner of South 36th Street and Granada Parkway (Roths Anderson Grove) from BN and AG to RG‑20 for multi‑family residential development.
Rob Woodling of Foundations Development, who identified himself as the project developer, told the council the project would be a 38‑unit senior living community for residents 55 and older. He described a three‑story building with an elevator, secured entrances and a community room. "So that'll be 2 bedroom units... it'll be a senior living community for 55 and over," Woodling said. He added the two‑bedroom units would be about "876 square feet" and that the project would include multiple funding sources and income bands to set rents. In his remarks he estimated that "on the affordable side there you're looking probably 8 to $900 for a 2 bedroom and the market rate units would be probably in the neighborhood of 11 to 1,200." Woodling said the project has some funding tied to the Department of Economic Development and will require an environmental review and a public notification period; he estimated construction could start after a summer 2026 groundbreaking and take about 13–15 months.
Council members asked about access, public‑safety vehicle turnarounds and coordination with the Papillion School District regarding a nearby former drive; Woodling said engineers had worked with the city to provide proper turnarounds and that the project's primary access would be South 36th Street to avoid impacting the neighborhood. The public hearing closed with no additional speakers and the council set the third reading for March 3, 2026, at 6 p.m. in the council chambers.
No formal rezoning vote was taken at this meeting; the council will consider adoption at the scheduled third reading.
