Group 4 recommended a range of program options for a new cultural arts and community center (options from a modest arts gallery to a 32,000‑square‑foot facility), and noted test‑fit diagrams showing the old library site and community park as potential locations. The plan also flagged Fire Stations 27 and 29 as candidates for replacement to meet modern operational, ADA and life‑safety standards; the consultant said the current sites could accommodate replacement facilities within existing footprints.
Consultants emphasized the plan’s purpose as a strategic roadmap; each project recommended would require separate project‑level analysis (phasing, funding, and maintaining emergency coverage during construction). Council members asked about reuse of vacant buildings, senior programming, kitchen space for small businesses, timelines and possible funding sources (Measure GG, Measure LL, CIP funds). Staff said implementing the plan will require funding evaluation and CIP programming; no vote was required.
