Board approves sheriff's request to waive solicitation for router installs funded by forfeiture board

Chief Bob Steph told the board the sheriff's office is transitioning its cellular service from Verizon to T‑Mobile. Phase one replaces department cell phones at no cost; phase two would install Cradlepoint routers in roughly 179–200 patrol vehicles and enable connectivity for about 85 computers and tablets. Steph said T‑Mobile negotiated discounts, lowering equipment and installation costs, and that the county has secured about $242,000 from the seizure (forfeiture) fund board to cover routers, specialized antennas and installation.

Steph requested a waiver of solicitation to contract with MHQ, an installer the sheriff's office said has experience with T‑Mobile and Cradlepoint installs. Commissioners asked about long-term maintenance and replacement cycles; staff estimated Cradlepoint units can last 8–10 years and can be transferred between vehicles when vehicles are replaced. Deputy county attorney John Christopherson advised that approving the waiver now is separate from signature authority on a purchase agreement, which must come to the board as a consent item because the agreement exceeds $50,000.

The board approved the waiver by an informal 5–0 thumbs up, with staff to return to the consent agenda for any signature authority needed on the purchase agreement.
