Staff flags federal and state bills that could affect building codes and property taxes

Kimberly gave the council a legislative update, saying staff have been monitoring a package of bills in Washington and several bills at the state level that could affect local policy and property taxes.

"The United States Senate passed a package of... bills several months ago, and the House just this week agreed to take those five bills," Kimberly said, noting that one provision involves a national uniform building code related to housing. She urged Kansas bill authors to coordinate with parties in D.C. to ensure there are no unintended conflicts with state or local priorities.

On property taxes: Kimberly said a proposed 3% property-tax cap has passed out of committee, but leadership is drafting a larger bill that could alter the final form; she said staff expect additional developments and will provide testimony and information as legislative language becomes available.

What’s next: Staff will prepare testimony and additional briefings for council as bill language is finalized and said they will flag any specific impacts on annexation or local tax authority.
